The report was issued by the President’s Working Group on Digital Asset Markets, led by Bo Hines, and is titled: “Strengthening American Leadership in Digital Financial Technology.”
A Strategic Response to Global Competition
The report outlines the U.S.’s strategic response to safeguard its leadership in the evolving landscape of digital finance. In his official statement, Bo Hines emphasized that America must not fall behind in shaping the financial infrastructure of the future-an area increasingly dominated by digital currencies, stablecoins, and Central Bank Digital Currencies (CBDCs).
“If we fail to act now, America’s financial leadership may be at risk in the near future,” Hines warned.
External Pressure: China and Europe Surging Ahead
The report highlights China’s significant lead in deploying a national digital payment system and its advancements in public-sector blockchain technologies. Meanwhile, the European Union is rapidly developing comprehensive crypto regulations. According to the report, lagging behind in digital innovation could pose long-term risks to U.S. economic stability and national security.

The report recommends several critical measures, including:
